3.0 SUBJECT PROPERTY CHARACTERISTICS <br /> 3.1 SITE DESCRIPTION <br /> The Property consists of a 15,000 square foot parcel of land improved with a rectangular single-story auto <br /> repair building and a rectangular single-story office/storage building. <br /> The auto repair building is located on the northwestern portion of the parcel while the storage building is <br /> located on the southeastern portion of the parcel. The remainder of the Property is paved and used for <br /> parking and driveways. Figure 2 illustrates the site map. Site photographs are included in Appendix A. <br /> 3.2 BACKGROUND HISTORY <br /> ENCON had conducted a Phase I Environmental Site Assessment on September of 2013. The followings <br /> are excerpted from the previous Phase I ESA. <br /> The following were observed at the time of site reconnaissance: <br /> • One approximate 500-gallon above ground used oil collection tank was observed in a concrete <br /> bunker on the south-central portion of the Property. <br /> • Three empty 55-gallon drums and three 55-gallon drums containing used oil filters and rags were <br /> observed outside auto repair building <br /> • One empty 55-gallon drum was observed inside of the auto repair building <br /> • Various containers of new oil, grease and auto fluids were observed within the auto repair <br /> building. <br /> • Oxygen/acetylene tanks were observed within the auto repair building <br /> • Various quantities of old auto parts, empty buckets and containers and other discarded materials <br /> were observed throughout the site. <br /> Based on review of Sanborn Map Company fire insurance maps, in 1917 the Property was improved with <br /> a dwelling, two outbuildings and a building labeled as housekeeping rooms. In 1950, the Property was <br /> improved with two dwellings, three detached garages and an apartment building. A building permit to <br /> demolish an apartment house was issued in 1960 and a permit to construct an auto repair building was <br /> issued in 1963. Fire insurance maps show that in 1972 the western portion of the Property was improved <br /> with a dwelling, a detached garage and an outbuilding, while the central eastern portion was improved <br /> with a building labeled as auto repair including a yard to the north, south and west labeled as wrecked <br /> auto storage. Building records indicate that the current storage building on site was constructed in 1985. <br /> Based on historical aerial photographs, sometime between 1972 and 1993, the residence on the western <br /> portion was demolished, while the building on the central east portion remained through at least 1998. <br /> Building records indicate that the current auto repair building was constructed in 2001. Historical city <br /> directories list the Property as residential from 1921 through 1955, Clayton's Garage & Tow Service from <br /> 1965 through 1979 and Juan's Auto Repair from 1990 through 2012. <br /> Based on review of the EDR Radius Map report, the Property appears on the UST/CA FID UST/SWEEPS <br /> UST databases in association with a closed 1,000-gallon UST. No further information was available for <br /> the UST removal. <br /> Due to the risk of a release of hazardous materials from past on site activities, a subsurface investigation <br /> was recommended. <br /> Encon Solutions, Inc. <br /> -7- <br />
