The plan proposes to install <br /> three down gradient monitoring wells with: a borehole to approximately 10 feet below static water level; <br /> a 2-inch schedule 40 PVC well with 20 feet of 0.01 inch well screen installed so that 10 feet are below <br /> static water level and 10 feet are above; sand pack to 3 feet above the screen; 5-feet of bentonite seal; <br /> and seal to surface with cement-bentonite grout. The surface completion will be a traffic rated cover <br /> with a locking well cap. We concur with the monitor well design and the groundwater quality <br /> monitoring plan but request that you relocate MW-3 and-1 to locations closer to the surface <br /> impoundment. Staff recommends that MW-3 and MW-4 be located between 20 and 30 feet north of the <br /> northwest and northeast corner respectively. These locations should give early detection of any <br /> conceivable release from the impoundment. <br /> Staff understands that the background monitoring well has been installed and the first round of samples <br /> have been collected. Title 27 and the WDRs for your facility require that before discharging to the <br /> surface impoundment the following actions must be completed: <br /> 1. Install of a background groundwater monitoring system; <br /> 2. Establish a background groundwater quality through at least one year of monitoring; <br /> 3. Submit a report proposing a water quality protection standard for approval; <br /> 4. Submit a plan for a groundwater quality monitoring systern; <br /> 5. Install an approved groundwater quality monitoring system; and <br /> 6. Establish Financial Assurance for corrective action and unit closure. <br /> To date, action 1 is complete, a draft report coverilag action 4 and leading to action 5 has been submitted <br /> and commented on,monitoring to complete action 2 and 3 has begun, and Board staff is unaware of the <br /> status of action 6. You should be aware that discharging to the surface impoundment before all <br /> requirements have been complied with is a violation of your permit and may result in enforcement <br /> action. Please submit a compliance status report with time schedule by 15 December 2000.
