The designated beneficial uses of the groundwater, as specified in the Basin Plan are - <br /> municipal and domestic water supply, agricultural supply,industrial service supply and <br /> industrial process supply. - - - <br /> Waste Description - - — - <br /> 18. The principal waste streams will be storm water and wash down water from two (2) <br /> Crane Maintenance Pads (estimated 65,400 gallons per year(gpy)),storm and wash down <br /> water from the Hostler Fueling Area(estimated 30,100 gpy),wash down water from the <br /> Hostler Maintenance Building(estimated 3,600 gpy),wash down water from the Crane <br /> and Trailer Maintenance Building(estimated 1,800 gpy), and condensate from two air <br /> compressors (estimated 10 gpy). A floor drain in the Fire Pump Building will be <br /> connected to the OWS but is not normally expected produce discharge.' The total <br /> estimated annual waste water produced will be 100,910 gallons. <br /> 19. The OWS will remove petroleum hydrocarbons from the influent wastewater. The <br /> separated petroleum hydrocarbons will be removed from the OWS for recycling at an off <br /> site facility. Treated wastewater effluent from the OWS will be directed to the <br /> Evaporation Pond. _ <br /> 20. The RWD described the treated wastewater as containing TDS, acetone,benzene, <br /> cis-1,2-Dichloroethene, Ethylbenzene, 4-Methyl-2-pentanone,Methyl-tert-butyl ether,. <br /> and total Xylenes. <br /> 21. `Designated waste'is defined in Title 27,Section 20210, as a nonhazardous waste which <br /> consists of, or contains pollutants which, under ambient environmental conditions at the <br /> waste management unit, could be released at concentrations in excess of applicable water <br /> quality standards, or which could cause degradation of waters of the state. <br /> 22. The discharge poses a significant threat to water quality. Therefore,the discharge is a <br /> `designated waste' and as such must be discharged to a Class It surface impoundment as <br /> required by Title 27. <br /> DESIGN OF WASTE MANAGEMENT UNITS -- <br /> Engineered Alternatives -- - -- <br /> 23. Section 20080 of Title 27 requires the submittal of a demonstration that the prescriptive <br /> standard is not feasible because it is unreasonably and unnecessarily burdensome or <br /> impractical,,the engineered alternative must afford equivalent protection against water <br /> quality impairment. The Board has routinely approved the substitution of geosynthetic <br /> clay liners for field constructed clay at other sites since March1995. The Discharger was <br /> not required to repeat the demonstration which had been made for other facilities because <br />
