MONITORING AND REPORTING UROGRAM 00- - 8 <br /> CLASS II SURFACE IMPOUNDMENT <br /> THE BURLINGTON NORTHER AND SANTA FE RAILWAY CO . <br /> STOCKTON INTERMODAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> facility by one of the following methods . These concentration limits shall be used as the basis of <br /> comparison with data from the Monitoring Points in that monitored medium . <br /> a . Calculation in accordance With a approved statistical method pursuant to Title 27 , Section 20415 ; or <br /> b . Calculation by a method acceptable to the Executive Officer in accordance with Title 27 Section <br /> 20415 ; or <br /> c . The constituent ' s MDL, in cases where less than 10 percent of the background samples exceed the <br /> constituent ' s MDL; or <br /> d . A concentration limit greater than background , as approved by the Board for use during or after <br /> corrective action . <br /> 3 . Monitoring Points <br /> These WDRs require the discharger to propose and install a groundwater monitoring system for <br /> this facility. Groundwater monitoring points for detection and evaluation monitoring shall be one <br /> or more background monitoring well, and two or more downgradient monitoring wells . Surface <br /> water monitoring points for detection monitoring shall be background surface monitoring points SM- <br /> 1 and SM-3 and downgradient surface monitoring points SM-2 and SM-4 . The unsaturated <br /> monitoring point for the detection monitoring shall be collected from the VZMS sump LS - 1 . <br /> 4 . Points of Compliance <br /> The points of compliance for groundwater are the downgradient monitoring wells . The points of <br /> compliance for surface water are monitoring stations SM-2 and SM-4 . The point of compliance <br /> for the unsaturated zone is LS - 1 . <br /> 5 . Compliance Period <br /> The Compliance period is the number of years equal to the active life of the surface impoundments <br /> plus the closure period. Each time the Water Quality Protection Standard is exceeded (i . e. , a release <br /> is discovered) , the surface impoundment begins a Compliance Period on the date the Board directs <br /> the Dischargers to begin an Evaluation Monitoring Program . If the Discharger ' s Corrective Action <br /> Program (CAP) has not achieved compliance with the Standard by the scheduled end of the <br /> Compliance Period, the Compliance Period is automatically extended until the surface impoundment <br /> has been in continuous compliance for at least three consecutive years . <br /> The Dischargers shall implement the above monitoring program on the effective date of this Order. <br /> Order by: <br /> GARY M .
