Spoke with service station attendant Julia, who stated customer
overfilled tank and spilled approximately'/2-1 gallon of fuel onto the asphalt. Employee
placed absorbent pads on spill and soaked it up. Did not enter a storm drain. I asked Julia
what was done with the absorbent towels. She stated according to co-worker he threw
them in the trash. I asked her to show me. She pulled the trash bag out and produced
approximately 10 absorbent towels from the trash. l could smell a strong odor of fuel. At
this time I noticed a sprayer next to the door to the attendant station. I asked Julia if this
facility uses FM186. She stated yes. They are trained to spray onto spill, saturate and use
pods to cleanup. If there is no longer an odor of fuel it is ok to throw them away. I
explained to Julia that is not always the case. Unless analyticals are run every time before
disposal,it could possibly be failure to determine if a waste is a hazardous waste and/or
illegal disposal of hazardous waste. She seemed to understand. She removed all
absorbents from the trash and placed them in the hazardous waste drum onsite. The drums
onsite are stored in a plastic, lockable container. It was very time consuming to put the
pads in the hw drum. After I witnessed Julis placing them in the drum I went into the store
and spoke with the 2 store managers on site-Katie and Marcus. I explained to them about
FM 186. They stated they did not know. They will bring it to everyone's attention at their
staff meeting and make sure everyone understands to throw the absorbent in the hw drum.
t
ER RECORD MODIFIED Page 3of3 05/01/2007
