Shields Avenue, Suite 100
Fresno, CA 93726
Subject: Cal Trans Shop 10 Site Code: 1018
1603 B Street
Stockton, CA 95201
The San Joaquin County Environmental Health Department (EHD) has reviewed Work Plan for
Site Closure, Caltrans, Shop 10 Maintenance Facility (Work Plan) dated September 14, 2009,
submitted by Stantec Consulting Corporation (Stantec) and has the following comments.
In the Work Plan Stantec proposes the installation of two confirmation soil borings and three
temporary soil vapor sampling probes. The confirmation borings will be drilled to total depth of
50-feet below surface grade (bsg) or to first encountered groundwater. Soil samples for analysis
will be collected every five feet; samples from 20, 30, and 40-feet bsg, and any other depths
found by field screening to be potentially contaminated, will be submitted for laboratory analysis.
Three temporary soil vapor probes will be installed to five feet bsg. The borings for these probes
will be hand-augured; a 6-inch long stainless steel well screen connected to Teflon tubing will be
installed with a 12-inch filter pack of 2112 sand, and sealed to surface with hydrated bentonite
granules. The vapor probes will be covered with a sealed shroud filled with helium gas as a
tracer prior to sample collection into summa canisters. Vapor samples for diesel analysis will
also be collected with diesel sampling tubes. Following completion of the proposed work, and
after receipt of the analytical results, the site will be reviewed for final closure and a Request for
Site Closure will be prepared.
The EHD approves the proposed work with the condition that the soil borings are appropriately
abandoned with neat cement grout applied from the bottom up with a tremmie pipe. It is the
understanding of the EHD that a San Joaquin County Well Permit Application, $89.00 permit fee
and $345 permit inspection fee are being submitted. You may proceed with scheduling the
approved work.
