(CSI). The FRP was submitted in <br /> response to the requirements of Order# 15 of Cleanup and Abatement Order R5-2007 0709 <br /> (CAO), which states "Within 90 days of Water Board staff concurrence with the proposed <br /> remedial action described in the Feasibility Study but no later than 1 August 2008, submit a <br /> Final Remedial Plan (FRP). The FRP must include a detailed description of the remedial actions <br /> to address cleanup of the entire groundwater plume and source area soils. The FRP shall also <br /> include a schedule to implement all remedial actions." The FRP incorporates recommendations <br /> from the Feasibility Study, which were approved by the 3 April 2008 Regional Board staff letter. <br /> The FRP proposes upgrades to the existing interim groundwater pump and treatment system <br /> (GWP&TS) as the final remediation for the site (Enclosed Figure 1). Plans and specifications <br /> show six additional 4-inch diameter groundwater extraction wells (EW-6A, EW-7A, EW-7B, <br /> EW-8B, and EW-9B: Enclosed Figure 5) will be installed offsite to remediate the methyl tert- <br /> butyl ether (MtBE) groundwater plume in the A and B zones of the aquifer. The FRP states the <br /> new electric submersible pumps will initially operate at 9.8 gallons per minute (gpm); however, <br /> the pumps may be increased to a maximum 20 gpm if necessary to maintain hydraulic control <br /> of the MtBE groundwater plume. Piping from the new extraction wells to the existing onsite <br /> GWP&TS compound will be run inside an 8-inch plastic conduit that serves as secondary <br /> containment for the piping. The conduit will be placed underground by directional boring. The <br /> GWP&TS will receive a new piping manifold for the new wells, a sediment pre-filter, one 250- <br /> gallon holding tank, additional electrical and mechanical controls. The existing treatment units <br /> (three granulated activated charcoal canisters) were deemed adequate for the increased <br /> treatment flow to the GWP&TS. Discharge of treated groundwater to the storm sewer will <br /> continue under Regional Board General Order # 5-00-119 (Permit). <br /> The FRP startup procedures include sampling influent, mid-system, and effluent weekly for <br /> petroleum hydrocarbons until four weekly sampling event results are non-detect, then reducing <br /> the sampling schedule to monthly per the minimum required by the Permit.
