Secor International Incorporated prepared the Work Plan for the Pioneer chemical <br /> manufacturing facility (Facility) at 26700 South Banta Road in Tracy. <br /> On 6 March 2007, Joe Hofbauer of Pioneer and Eva Hey of Secor International Incorporated met with <br /> me to discuss the Facility groundwater monitoring network and cleanup status. During that meeting, <br /> we discussed monitoring and reporting requirements including the adequacy of the groundwater <br /> monitoring well network at the Facility. Pioneer has defined three groundwater bearing horizons <br /> beneath the Facility: Upper, Middle, and Lower Horizons. We agreed that the network adequately <br /> characterizes the extent of constituents of concern that have migrated in groundwater within the <br /> Upper and Middle Horizons at the Facility. Furthermore, we agreed that sampling of wells MW-5, <br /> MW-7, and MW-8 are no longer needed to monitor the status of the plume within the Upper Horizon <br /> because other wells at the site are sufficient for this purpose. Monitoring wells MW-1 and MW-2 <br /> monitor the area near MW-5; and MW-3 and MW-4 monitor for MW-7 and MW-8, <br /> The Work Plan proposes to abandon the Upper Horizon monitoring wells MW-5, MW-7, and MW-8. <br /> Regional Water Board staff approves this proposal. Prior to performing the work, Pioneer must <br /> obtain a Well Destruction Permit from San Joaquin County Environmental Health Department (EHD). <br /> The work must be performed in compliance with the well destruction requirements of EHD. <br /> Within 30 days following completion of the work, Pioneer must submit a report of well destruction.
