(Pioneer), SECOR International Inc. (SECOR) has prepared <br /> this letter requesting permission to construct four groundwater monitoring wells on your property <br /> identified in the San Joaquin County tax records as APN 252-150-10 in Tracy, California. The <br /> proposed well locations are shown on Figure 1, attached. <br /> Groundwater monitoring wells located within the Pioneer facility (formerly All Pure Chemical <br /> Company) are currently being sampled to comply with an order for a Monitoring and Reporting <br /> Program (MRP) issued by the California Regional Water Quality Control Board (RWQCB), <br /> Central Valley Region. The RWQCB, in a March 2001 letter, has directed Pioneer to install <br /> permanent groundwater monitoring wells north of the Pioneer facility. SECOR submitted a work <br /> plan to the RWQCB for the installation of such wells on June 7, 2001. The work plan, and <br /> associated well locations, was approved in a RWQCB letter dated June 12, 2001. <br /> The RWQCB approved well locations are shown on Figure 1, attached. The wells are proposed <br /> for two locations in the center of the dirt road to allow for year-round access, and at the same time <br /> minimize interference with agricultural operations. We would appreciate the opportunity to work <br /> with you in siting the wells to accommodate your needs and satisfy RWQCB requirements. As <br /> discussed with Mr. Ken Pombo on March 13, 2002, the locations will be surveyed prior to <br /> installation and the final locations will require Mr. Pombo's approval prior to installation of the <br /> wells. Mr. Pombo will be notified at least 2 days prior to the survey event. <br /> Groundwater Monitoring Wells <br /> Monitoring wells will be constructed at the locations shown on Figure 1. The wells will be <br /> constructed of 2-inch PVC casing with locking caps and will be completed at grade inside of <br /> protective metal road box.
