R5-2005-XXXX <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> PIONEER AMERICAS LLC <br /> TRACY, SAN JOAQUIN COUNTY <br /> Pioneer Americas LLC (Discharger) operates a 15-acre manufacturing facility at 26700 South Banta <br /> Road in Tracy, San Joaquin County(site). The Discharger acquired the lease for the site upon the <br /> acquisition of the All-Pure Chemical Company(All-Pure) in 1989. The previous owner of All-Pure <br /> (and current owner of the site property)purchased the property in 1975 from Anderson Tire Recapping <br /> Company. Anderson Tire Recapping Company developed the site in 1945,before which the site was <br /> used for alfalfa production. The Discharger currently produces sodium hypochlorite (liquid bleach) <br /> from chlorine and caustic and repackages chlorine gas into cylinders and purchases calcium <br /> hypochlorite from another company,which it warehouses and distributes for sale at the site. The site <br /> previously had a sulfuric acid repackaging line and a truck maintenance shop. Groundwater at the site <br /> is about 15 feet below the ground surface. Groundwater is polluted with carbon tetrachloride and <br /> various inorganic compounds. This pollution impaired the beneficial uses of this water resource. <br /> This Monitoring and Reporting Program(MRP) is issued pursuant to Section 13267 of the California <br /> Water Code and is necessary to delineate groundwater pollutant plumes and determine whether <br /> remediation efforts are effective. Existing data and information about the site show the presence of <br /> various chemicals, including carbon tetrachloride and various inorganic compounds, emanating from <br /> the property under the control of the Discharger. The Discharger shall not implement any changes to <br /> this MRP unless and until a revised MRP is issued by the Executive Officer. This MRP replaces the <br /> requirements listed in MRP No. 5-00-846,which was issued on 17 November 2000. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to destruction <br /> of any groundwater monitoring or extraction wells,the Discharger shall submit plans and specifications <br /> to the Regional Board for review and approval. Once installed, all new wells shall be added to the <br /> monitoring program and shall be sampled and analyzed according to the schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there arel5 monitoring wells screened across three water bearing zones. The <br /> groundwater monitoring program for the 15 monitoring wells and any wells installed subsequent to the <br /> issuance of this MRP, shall follow the schedule below. Sample collection and analysis shall follow <br /> standard EPA protocol. <br />
