Chrisman <br /> Tracy,California, 95304 <br /> Subject: Request for Property Access <br /> for Hydropunch Groundwater Sampling <br /> 25700 South Banta Road,Tracy, California <br /> Dear Mr. Alvarez: <br /> On behalf of Pioneer Americas, Inc. (Pioneer),formerly All Pure Chemical Company, this <br /> letter requests permission to access your property, for one event, for the purpose of profiling <br /> the subsurface soils and obtaining groundwater samples. <br /> Groundwater monitoring wells located within the Pioneer facility at 26700 South Banta Road <br /> are currently being sampled to comply with an investigation directed by the California <br /> Regional Water Quality Control Board, Central Valley Region (RWQCB). Pioneer has been <br /> directed by the Regional Board to investigate groundwater north of their facility. The <br /> investigation approved by the Regional Board includes the collection of samples east of South <br /> Banta Road and north of Union Pacific Railroad. This property is listed in the San Joaquin <br /> County tax records as APN 252-150-02 with a physical address of 25700 South Banta Road. <br /> Tax records list you as the property owner. <br /> The locations of the proposed sampling points in relation to your property are shown on the <br /> attached figure. <br /> Pioneer is proposing to locate cove penetrometer test(CPT)points at the three locations <br /> shown to determine the nature and sequence of subsurface strata_ Groundwater samples will <br /> also be collected from each of the three CPT locations. The sampling equipment consists of a <br /> 1.5-inch stainless steel rod that is advanced using a truck-mounted hydraulic system. The truck <br /> is approximately 30 feet long, 13 feet high, and 8 feet wide. Surface impact is minimal, <br /> similar to driving a large pickup truck over the surface. Every effort will be made to minimize <br /> surface impact and the site will be returned to its original condition. No soil waste is <br /> generated during the CPT process. <br /> The projected depth of each of the CPT sounding is 100 feet below ground surface (BGS). <br /> CPT holes will be grouted with bentonite to two feet below grade upon completion. Once the <br /> CPT profiling and groundwater sampling is completed the truck is moved to the next location <br /> and no surface structures remain. It is expected that all work will be completed in two <br /> consecutive days. <br />
