CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 5-00- <br /> FOR <br /> PIONEER AMERICAS, INC. —TRACY PLANT <br /> FORMER ALL-PURE CHEMICAL COMPANY <br /> SAN JOAQUIN COUNTY <br /> Since 1975, the Pioneer Americas, Inc. (Pioneer) facility(site) at 26700 South Banta Road <br /> (formerly All-Pure Chemical Company)has manufactured swimming pool chemicals and bleach, <br /> and repackaged chlorine gas and sulfur dioxide f om railroad cars. Figure 1 is a layout of the site <br /> and surrounding areas. Soil and groundwater beneath the site are contaminated with volatile <br /> organic compounds (VOCs), including chloroform and carbon tetrachloride, and various <br /> inorganic constituents, including chloride and sodium. Five ponds (now abandoned)were <br /> formerly used on the site for wastewater, stormwater, and/or fire protection. These former ponds <br /> are the likely source of contamination to the subsurface. Shallow groundwater near the former <br /> ponds is about 10 to 15 feet below the ground surface (bgs). <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is designed to delineate groundwater contaminant plumes and <br /> determine whether remediation efforts are effective. The Discharger shall not implement any <br /> changes to this MRP unless and until a revised MRP is issued by the Executive Officer. <br /> Prior to construction of any new groundwater monitoring or extraction wells, Pioneer shall <br /> submit plans and specifications to the Board for review and approval. Once installed, all new <br /> wells shall be added to the monitoring program and shall be sampled and analyzed according to <br /> the schedule below. <br />
