INTERNATIONAL TECHNOLOGY CORPORATION
Mr. Joseph Mello
Regional Water Quality Control Board
Page2
3. According to the work plan, a reconnaissance groundwater sampling method(Hydropunch)
will be employed to assess the extent of chemicals of concern in groundwater. The work plan
also stated that conclusions and recommendations will be included in the site investigation
report. The site investigation report shall include recommendations and locations for
monitoring wells, if warranted, based on the results of the reconnaissance groundwater
survey.
All-Pure agrees to evaluate the need for monitoring wells. If warranted, All-Pure will include
recommendations and locations for the wells in the site investigation report.
4. The work plan contains a generic schedule based on receiving offsite access. All-Pure has
been negotiating with adjacent properties for an extended period of time to receive offsite
access. Field work outlined in this work plan shall begin no later than 21 June 1999. A
specific schedule shall be submitted to the Board and shall include a site investigation
submittal date no later than 27 September 1999.
In previous efforts to obtain offsite access the RWQCB was kept informed of the progress of
negotiations. After extended negotiations with uncooperative landowners, the RWQCB's
assistance was requested as a means of expediting the progress.
A proposed schedule for the offsite investigation is attached. The schedule includes a field work
start date of June 14, 1999, and a RWQCB report submittal date of September 16, 1999. This
schedule assumes that access agreements can be obtained within 45 days. IT will continue to
copy the RWQCB on all access correspondence to document the progress. If necessary, offsite - -
access assistance may be requested from the RWQCB.
With the submittal of this response letter, IT understands that the Work Plan is approved with the
modification discussed herein.
Sincerely,
IT CORPORATION
Ojaa'

Gerhard E.
