Mr. Verrill Norwood. - 3 - <br /> Pond Closure Activities <br /> All Pure proposes to backfill the pond with a mixture of material from the berms surrounding the pond <br /> and clean imported soil, place the fill in lifts, and then compact and grade the fill so that surface drainage <br /> is routed away from the former pond site. All Pure proposes to compact the fill to withstand the weight <br /> of an aboveground storage tank to be constructed over the former location of the pond. All Pure also <br /> proposes to photograph the pond liner in Fire Pond 1 when it is empty and then sample the pond sediments. <br /> As stated in my 18 October 1996 letter, the report on the soil sampling in the ponds was to include <br /> details on the source of any clean fill and a grading plan for the closed pond. The exact source of the <br /> fill material and verification that it is uncontaminated must be provided to the Board before using the <br /> material as fill. As I discussed with Noel Lerner, the backfilled pond must be graded so that drainage is <br /> away from the location of all closed ponds. <br /> By 15 October 1997, please submit an addendum to the report which provides details on the material to <br /> be used as fill in Fire Pond 2, a grading plan, and a schedule for closure of Fire Pond 2 and submittal of <br /> a closure report. The addendum must also include a schedule for sampling and reporting the results of <br /> sampling in the former small wastewater pone., Fire Pond 1, and the two wastewater ponds. All Pure <br /> may close Fire Pond 2 upon approval of the addendum.
