Pioneer Americas, Incorporated and Pioneer Chlor A mli Company;Inc. own the All Pure <br /> Chemical Company (All Pure) in Tracy. Pioneer America,Inc., Pionee Chat Alkali, Inc. and <br /> All Pure Chemical Company are hereafter jointly referred'tt:< s scharger. ,..'ire Discharger <br /> manufactures bleach for household and industrial use and various",,Wimm.gig pool chemicals at the <br /> All Pure facility. Several ponds at the facility have been used to st0 e y istewater from facility <br /> operations, water for fire suppression, and<stormwate : <br /> 2. The All Pure facility is in San Joaqui�q.t"inty:( igure 1) approximately three and a half miles <br /> southeast of the City of Tracy and just ea$t of..:.t1 e::-Tracy Defense Depot. The site is bordered on <br /> the west by South Banta Road, on the Ac €th66:,st<by i Sotllhern Pacific Railroad, and on the south <br /> by cropland. - <br /> 3. The site is above the Sad*,* in Crroundwate�;:�agln. The beneficial uses of the groundwater are <br /> municipal and domestac`'vater supply, agricultural supply, and industrial service and process <br /> supply. :. <br /> 4. The Discharger his manufactureE}:;bJech and other swimming pool chemicals at the facility since <br /> 19:75. Six ponds ge 2) at the facility have been used for several purposes. Two hypalon- <br /> : nec%wastewater ponds %h a combined capacity of approximately 123,400 gallons were used <br /> most recently for wastewater from=the process and chemical storage areas. One unlined pond of <br /> <`„approximat ]y 150,000-gallii capacity was used most recently to store water with high iron <br /> ctent. An uided pond of undetermined capacity is currently being used to store stormwater. <br /> n; tpproximately00-gallon lined pond was used most recently to store water for fire <br /> sutipresstn. A fourthined wastewater pond with an approximately 2,000-gallon capacity was <br /> cloned in 1 54 witho t Board approval. This pond was used to filter out the debris going to the <br /> two e)'* A*- <br /> ponds. A wastewater reclamation system for the plant has been in <br /> < ;operation sinctctober 1996. Since then, discharges have ceased to the two lined ponds and the <br /> "pend for storage of water containing high iron content. Water storage in the pond for fire <br /> suppf6§R6ti will cease when the aboveground fire water storage tank is constructed. <br /> 5. Two wells on the site are used for process water production(Figure 2). These wells are <br /> approximately 100 and 240 feet deep. <br />
