Ina 22 January 1996, letter staff requested the Discharger submit a workrlan; y 2 February <br /> 1996 to complete the definition of soil and groundwater contaminationind sfbnit a closure plan <br /> for the ponds by 1 March 1996. The Discharger responded in a 21 Feb ary 19964.etter that the <br /> groundwater contamination was coming from offsite, the ponds were to be closed, <br /> monitoring wells could be installed onsite near the fenceline close to tl :: h'eady existing <br /> monitoring wells. <br /> 15. A 20 March 1996 staff letter again requested the DiS�ha.:�ger:to suhri�lt a work plan to determine <br /> the lateral and vertical extent of groundwater conta maffbt#:"""Offsite'wells were required to <br /> determine the extent of ground contamination. <br /> 16.
