All Pure's proposal is to clarify the conditions under which these wells may be abandonedin the
future before signing an access agreement with BCID.
I agree with All Pure's proposal to abandon these two wells in the BCID easement under the conditions
stated after a minimum of four quarterly sampling events. These conditions are:
1) The volatile organic compounds carbon tetrachloride and chloroform, which have been found in
wells at the All Pure site, are not detected at levels of concern in ground water collected from these
two wells,
2) Chemicals that might be associated with the All Pure site are below health advisory concentrations in
these wells, and the wells are not needed to characterize the edge of any ground water plume created
by these chemical, or
3) The All Pure site has received approval for no further action from the Board.
We expect All Pure to proceed with its negotiations with the BCID to obtain access for the offsite wells.
Please continue to keep me informed, as you have done in the past, if there are any other delays in
obtaining access for these wells. We expect a schedule for the offsite well installation and submittal of a
ground water investigation report to be submitted after All Pure signs an agreement with BCID, as you
have proposed.
If you have any questions, you may call me at (916) 255-3048.
POLLY LOWRY
Associate Engineering Geologist
PAL:pal/Isb
cc: San Joaquin County Public Health Services, Stockton
Mr. Tim Vickers, All Pure Chemical Company, Tracy
Mr. Noel Lerner, Helmick &Lerner, Sacramento
Recycled Paper Our mission is to preserve and enhance the quality of California's water resources, and
ensure their proper allocation and efficient use for the benefit ofpresent and future generations.
