CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> REVISED MONITORING AND REPORTING PROGRAM NO. 96-807 <br /> PACIFIC GAS AND ELECTRIC COMPANY <br /> LATHROP GAS DEHYDRATOR STATION <br /> SAN JOAQUIN COUNTY <br /> This monitoring and reporting program is issued pursuant to Section 13267 of the California Water Code. <br /> Pacific Gas and Electric Company operates a gas dehydrator station near Lathrop. Hazardous materials <br /> have spilled at the site, and the soil and groundwater are contaminated with petroleum hydrocarbons and <br /> glycol compounds. The extent of contamination has been well-defined.. <br /> Prior to construction of any new groundwater monitoring or extraction wells or any new vapor <br /> monitoring or extraction wells, the Discharger shall submit plans and specifications to the Board for <br /> review and approval. Once installed, all new wells shall be added to the monitoring program, and shall be <br /> sampled and analyzed according to the schedule below. <br /> GROUNDWATER MONITORING <br /> There are 10 shallow monitoring wells and one deep monitoring well at the site, as shown in Figure 1. A <br /> The groundwater monitoring program for wells MW-01 through MW-I IA, and any additional wells <br /> installed subsequently, shall include the list below. Monitoring well MW-1113 shall also be monitored <br /> according to the list below, but on a quarterly basis. If, after four quarters of monitoring, no constituents <br /> have been detected, then the Discharger may monitor well MW-I IB on a semi-annual basis. <br /> Sample collection and analysis shall follow standard EPA protocol. Monitoring wells which contain free <br /> phase petroleum product or a visible sheen need only be monitored for depth to groundwater and <br /> thickness of free product. <br /> EPA Analytical Max.
