CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
MONITORING AND REPORTING PROGRAM NO. R5-2008-0819
CALIFORNIA WATER CODE SECTION 13267
FOR
PIONEER AMERICAS LLC
TRACY, SAN JOAQUIN COUNTY
Pioneer Americas LLC (Discharger), doing business as Olin Chlor Alkali Products as of
October 2007, leases and operates a 15-acre manufacturing facility at 26700 South Banta
Road in Tracy, San Joaquin County (Site). The Discharger acquired the lease for the Site
upon the acquisition of the All-Pure Chemical Company (All-Pure) in 1989. The previous
owner of All-Pure (and current owner of the Site property) purchased the property in 1975
from Anderson Tire Recapping Company. Anderson Tire Recapping Company developed
the Site in 1945. Before that time, the Site was used for alfalfa production. The Discharger
currently produces sodium hypochlorite (liquid bleach) from chlorine and caustic, and
repackages chlorine gas into 150 and 2,000 pound cylinders. Also, the Discharger
purchases calcium hypochlorite from another company, which it warehouses and distributes
for sale at the Site. The Site previously had a sulfuric acid repackaging line and a truck
maintenance shop. Groundwater at the Site is about 15 feet below the ground surface.
Waste constituents in groundwater from the Site include carbon tetrachloride, chloroform,
and various inorganic compounds. This pollution impaired the beneficial uses of this water
resource.
This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the
California Water Code and is necessary to delineate groundwater pollutant plumes and
determine whether remediation efforts are effective. Existing data and information about the
Site show the presence of various chemicals, including carbon tetrachloride, chloroform, and
various inorganic compounds, emanating from the property under the control of the
Discharger at concentrations in excess of the applicable Water Quality Objectives. The
Discharger shall not implement any changes to this MRP unless and until a revised MRP is
issued by the Executive Officer. This MRP replaces the requirements listed in MRP
No. R5-2007-0804, which was issued on 2 February 2007.
Prior to construction of any new groundwater monitoring or extraction wells, and prior to
destruction of any groundwater monitoring or extraction wells, the Discharger shall submit
plans and specifications to the California Regional Water Quality Control Board, Central
Valley Region (Regional Water Board) for review and approval.
GROUNDWATER AND WATER SUPPLY MONITORING
As shown on Figure 1, there are fifteen monitoring wells, each screened within one of three
water-bearing zones, three industrial water supply wells, and four private domestic water
supply wells. Twelve of the monitoring wells are owned and maintained by the Discharger,
one of the wells is an industrial production water supply well that has been converted by the
Discharger to a monitoring well, and two of the wells are monitoring wells owned and
operated by the U.S. Department of Defense Logistics Agency (DLA) located at the Tracy
distribution depot approximately 1,000 feet northwest of the Site.
