Secor International Incorporated <br /> prepared the Revision Request for the Pioneer chemical manufacturing facility (Facility) at <br /> 26700 South Banta Road in Tracy. Regional Water Board staff prepared the enclosed <br /> Draft Monitoring and Reporting Program (Draft MRP). Please provide your comments to the <br /> Regional Water Board staff by 10 August 2007. Staff will review your comments and finalize <br /> the MRP. <br /> On 6 March 2007, Joe Hofbauer of Pioneer and Eva Hey of Secor International Incorporated <br /> (Secor) met with James Brownell of the Regional Water Board staff to discuss the Facility <br /> monitoring and cleanup status. During that meeting, we discussed alternate MRP <br /> requirements including the following: <br /> • Discontinue sampling and abandon monitoring wells MW-5, MW-7, and MW-8, <br /> • Reduce the sampling frequency of Upper and Middle Horizon monitoring wells from <br /> quarterly to semiannually, <br /> • Reduce the frequency of general mineral analyses from semiannually to annually, <br /> • Reduce the frequency of volatile organic compound analysis on industrial process well <br /> AP-1 from quarterly to annually, and <br /> • Eliminate the requirement to install a new Lower Horizon monitoring well between <br /> Defense Logistics Agency (DLA) wells LM177B and LM151 B, and the Facility. <br /> The Regional Water Board has incorporated the five bulleted items above, into the Draft <br /> MRP. Also discussed during the meeting was the use of industrial process water supply well <br /> AP-2 as an onsite monitoring well. Apparently, Pioneer has continued to utilize this well as a <br /> water supply well because there have been problems with the use of new supply wells <br /> Banta #1 and Banta #2. If Pioneer must continue to depend on this well for water supply <br /> during the third quarter of 2007, it must construct a monitoring well on the Facility property <br /> California Environmental Protection Agency <br /> aRecycled Paper <br />
