The plan was prepared as part of preparation of a
Report of Waste Discharge (RWD). Because an RWD has not been submitted, staff cannot comment on
the site proposed for wastewater discharge. If upon review of the RWD, the proposed site is determined
to be inadequate for some reason or additional land area is needed, additional wells may be required. In
addition, the RWD must evaluate connection to the regional Tracy system as a waste disposal method.
After reviewing the workplan, I have the following comments:
— If conditions in the borehole allow, it is recommended that the sand pack be surged prior to installing
the bentonite seal.
— Section 4.2 states, "Actual well locations will be based on the final proposed PSTF and leachfield
locations." As described above, based on the information presented in the RWD, additional wells
may be required.
— Section 4.2 describes the soil borings as 6-inch diameter. Use of a 6-inch auger will not allow
adequate annular seal space. The California Well Standards,Bulletin 74-90 Part H, Section C, and
the San Joaquin County Well Standards Section 13.12.2 require a minimum 2-inch thick annular
seal. Please revise the size of the soil boring.
— The bentonite transition seal must be hydrated prior to installation of the well grout in accordance
with Bulletin 74-90 Part H, Section E and SJCWS Sections 13.11.3 and 13.11.4. Please describe
how the material will be hydrated.
— Section 5 describes soil sample collection and analysis but does not describe how the soil samples
will be analyzed. Please describe the purpose of the soil sample collection and describe what
analyses are planned.
California Environmental Protection Agency
C4 Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Web-site at littp://www.swreb.ca.gov/rwgcb5
