{ INTER-DISTRICT MEMO <br /> Date: 02/15/95 <br /> To: " Board of Trustees <br /> From: John R. Stroh, Manager <br /> Subject: Underground Storage Tank Update; AGENDA ITEM 9 <br /> This communication is for the purpose of updating the Board as to the status of <br /> the investigation of contamination from unauthorized releases from underground <br /> storage tanks (UST's) located at the District's Lodi and Stockton yards. <br /> As you are aware, the District has been actively investigating gas and oil <br /> contamination at both yards at the request of the San Joaquin County EHD. <br /> Currently, the status of the investigations are as follows: <br /> LODI YARD <br /> 1. Weston, Inc., the district's consultant, finished a soil and groundwater <br /> investigation in August 1994. The investigation found that contamination is <br /> evident in at least two areas of soil, but no contamination was found in <br /> groundwater. Weston has recommended that excavation and disposal of <br /> the contaminated soil be performed as a method of remediation. <br /> 2. Two (2) monitoring wells are in place, and two (2) wells have been destroyed <br /> to facilitate soil and water analysis below the bottom elevation of the wells. <br /> STOCKTON YARD <br /> 1. Weston finished a soil and groundwater investigation in October 1994. The <br /> investigation found that contamination is evident in at least two (2), and <br /> maybe three (3) areas of soil. No contamination was found in the <br /> groundwater. Weston recommends no further action regarding the soil <br /> contamination due to the low levels of contaminants found. <br /> 2. Three monitoring wells were installed during the investigation and are <br /> available for further use. <br /> I reviewed the Weston reports with San Joaquin County Public Health Services, <br /> Environmental Health Division (EHD) representatives in January 1995. During <br /> this review we discussed the current status of the two sites, Weston's <br /> investigation procedures and testing protocols, and aspects of continued <br /> investigation and remediation techniques. <br /> EHD sent a follow-up letter to the district after our January meeting, of which a <br /> copy is enclosed. The letter identifies areas of concern EHD has relative to <br /> both sites. The letter also states several courses of action that need to be <br /> taken, and dates of compliance for those actions. <br />
