Beckman Rd.
Lodi, CA
Please be advised that this office has reviewed activities to
date at the above referenced facility. in 1486, three
underground fuel storage tanks were removed and much of the
contaminated soil was excavated. . In 1981, WLss Associates
submitted a "Groundwater Investigation R4'portll . Three monitoring
wells were installed and sampled. Contamination was not detected
in groundwater samples. However, soil contamination was present
at 31 feet below surface (up to 3 ,800 pa ts per million (ppm)
total petroleum hydrocarbons; xylene, 220 ppm; toluene, 79 ppm,
benzene, 8.7 ppm) .
This office has recently reviewed a "Quarterly Report" submitted
by Weston Consultants. Of the three monitoring wells sampled,
two were dry and one was almost dry and riot capable of producing
a representative sample.
At this time, San Joaquin County Public Health Services,
Environmental Health Division (PHS/EHD) requests that a work plan
be submitted by March 6, 1992, to construct a downgradient
monitoring well. (See attached Figure 2 for description of known
soil contaminants as related to monitoring wells. ) It is
important that this well be constructed and sampled since
contaminated soil has been left in placell
Consideration should be given to addressing the remaining
contaminated soil. The dry monitoring wells ;I)could be used for
vapor extraction during remediation. A 'Vorkll I plan should be
submitted prior to beginning any remediation.,
Pursuant to Section 2652 (d) of the Under4rouhd Storage Tank
Regulations (California Code of Regulati6ns, lTitle 23, Subchapter
16) a quarterly monitoring report shall lie submitted to Public
Health Services, Environmental Health Divisio"n and Central Valley
Regional Water Quality Control Board (CVRWQCB" ) until the
investigation and cleanup of the site is deem"ed adequate. The
report is to show the:
A DhIsiork of San Joaquin County Health Care kMces, Cl
