Aft
k" KLEINFELDER
September 21, 1987
File: 24-2062-1 SEP 2 3 1987
ENVIROMENTAL HEALTH
PERMIT/SERVICES
Mr. Dan Moe
San Joaquin Local Health District
1601 E. Hazelton Avenue
P.O. Box 2009
Stockton, CA 95201
Dear Mr. Moe:
On Monday, September 28, 1987, Kleinfelder will be installing
approximately 20 passive organic vapor monitors (OVMs) at the Shell
Station located at 3011 Benjamin Holt Drive in Stockton, to qualitatively
assess the presence of volatile organic compounds (VOCs) in the
subsurface. The OVMs are small carbon samplers which adsorb VOCs from
vapors which migrate through the soil. This work is being performed for
the property owner, Lilval Liquidating Trust. Installing the OVMs will
involve the following steps:
o bore approximately 20 shallow (no more than 3 feet deep) holes at
the Shell Station with a vehicle—mounted post—hole auger
o place one OVM in each hole
0 backfill the bottom 6 inches to 1 foot of the hole with clean
sand
o backfill to the surface with cuttings
p seal hole with a temporary plaster of bentonite powder to reduce
the possibility of surface infiltration
We hope to begin this work at 10:00 a.m. on 28 September 1987. San
Joaquin County personnel are welcome to observe this work.
The OVMs will be left in place for approximately four weeks. They will
then be retrieved by Kleinfelder personnel and submitted to CHEMWEST
Analytical Laboratories, Inc. for analysis by NIOSH methods similar to
Modified EPA Methods 601 and 602. The analytical results will be reported
to San Joaquin County when they become available.
We understand that you are waiving the need for a boring permit for this
work under the condition that we install holes which are no more than 3
KLEINFELDER 9795 Business Park Drive, Suite C, Sacramento, CA 95627 (916) 366-1701
rnm-oo-nut —
