Benjamin Holt
Stockton, CA
A meeting was held on January 28, 1992 with San Joaquin County
Public Health Services, Environmental Health Division (PHS/EHD)
staff, Regional Water Quality Control Board (RWQCB) ARCO
representatives, and Chevron representatives in attendance. Work
completion and report dates for the above site . were decided at
that meeting.
ARCO and Chevron are to coordinate the measurement of groundwater
levels on the same date, complete a combined gradient map of
their sites on Benjamin Holt and Plymouth Roads, and submit the
information to PHS/EHD and RWQCB by April 15, 1992 .
A work plan addendum for two additional monitoring wells
previously proposed in June 1990 has been received by PHS/EHD and
RWQCB. Since this work has been previously approved the
installation of these wells should be completed by March 1, 1992 .
If Cal-Trans does not grant permission for installation of the
upgradient monitoring well on their property, Chevron should
install this well in the previously proposed location on their
own property. The off-site well along Plymouth Road should be
placed in the City of Stockton sidewalk since the property east
of the sidewalk is privately owned and may entail more time in
securing permission for installation of a monitoring well.
PHS/EHD will issue permits for the work as soon as the permit
applications, permit fees, and encroachment permits or written
permission to drill have been received. Please be advised that
two separate permits and permit fees will be required since the
monitoring wells are located on separate parcels. The
information from the installation of these wells should be
included in a quarterly report submitted in April 1992 .
If the extent of groundwater contamination is defined by the
installation of these additional monitoring wells, Chevron should
submit a "Problem Assessment Report" as outlined in "Tri-Regional
Guidelines Appendix All by June 30, 1992. Pump test and other
data that ARCO has gathered during their investigation may be
used in compiling this report.
A Division of San Joaquin Countv Health Care Serviccs
