i
_STATE OF CALIFORNIA-Environmental ProtectiLency ( PETE WILSON,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION °F`"`
3443 Routier Road,Suite A _
Sacramento,CA 95827-3098
PHONE:(916)255-3000
FAX:(916)255-3015 hv
24 October 1996
Ms. Margaret Lagorio
San Joaquin County Environmental Health Division
-P.O. Box 388
Stockton, CA 95201-0388
CHEVRON SITE, 2905 WEST BENJAMIN HOLT DRIVE, STOCKTON,SAN JOAQUIN COUNTY
In preparation for our meeting, 24 October 1996, I reviewed the file for the site. My review revealed
that Chevron continues to exceed water quality objectives of the Basin Plan of the Central Valley
Regional Water Quality Control Board. The maximum ground water contamination detected at the site,
found in MW-1 at 30,000 ppb TPHg and 3600 ppb benzene in March 1989, showed no appreciable
reduction by June 1996 (30,000 ppb TPHg and 2300 ppb benzene).
In addition,we find the following:
1. No remediation of any kind has been implemented to attempt to achieve water quality objectives.
2. City of Stockton Municipal Well#10 is within the ground water contamination plume. No
sample data for this well or other nearby municipal wells have been submitted to the Board.
3. Chevron has a history of delays at this site andds not in compliance with County directives.
4. At a December 1995 meeting with you, Chevron agreed to meet a time schedule, which included
interim remediation by 15 April 1996 and submittal of a Corrective Action Plan by 15 October
1996. Chevron has not complied with the schedule.
Because Chevron has failed to comply with your directives and has made no attempt to meet Basin.Plan !
water quality objectives,we consider Chevron ineligible for State Underground Storage Tank Cleanup
Funds. Continued failure to comply may result in formal enforcement against Chevron. If you have any
questions,please call me at(916) 255-3133.
C
ELIZ ETH A. THAYER
Associate Engineer
cc: Ms. Annabel Mackey, Cleanup Fund, State Water Resources Control Board
Mr. Brett Hunter, Chevron, San Ramon
