PHS/EHD
has the following comments for your action and consideration.
The piping removal summary report evidenced soil contamination associated with the
former piping system at the conclusion of the limited excavation attempt. The use of
glass to collect soil samples is not recommended. Standard sampling containers for
volatile organic compounds in soil is brass sleeves. The report failed to include piping
disposal tracking sheets and soil disposal manifests. This documentation should be
submitted immediately
The "Corrective Action Plan" (CAP) that was submitted failed to conform with the
Underground Storage Tank Regulations, Article 11 requirements. Please refer to
§2725 for information regarding what must be included in a CAP. If you have any
questions regarding content of the required CAP please contact either Mary Meays with
PHS/EHD or Elizabeth Thayer with the Central Valley Regional Water Quality Control
Board (CVRWQCB).
The CAP basically summarized the results of samples collected during the recent
installation of vapor extraction and air sparge wells and included boring logs for these
wells. The CAP also included a brief work plan for the installation of a soil boring
adjacent to the former tank pit to determine the vertical extent of the remaining
contamination. As PHS/EHD indicated in correspondence dated April 25, 1997,
additional soil borings may be necessary to define the lateral extent if field conditions
warrant. A drilling permit application must be submitted by June 30, 1997 and the
results included in a Revised CAP.
A Division of San Joaquin County Health Care Services
