PHS/EHD <br /> has the following comments for your action and consideration. <br /> The piping removal summary report evidenced soil contamination associated with the <br /> former piping system at the conclusion of the limited excavation attempt. The use of <br /> glass to collect soil samples is not recommended. Standard sampling containers for <br /> volatile organic compounds in soil is brass sleeves. The report failed to include piping <br /> disposal tracking sheets and soil disposal manifests. This documentation should be <br /> submitted immediately <br /> The "Corrective Action Plan" (CAP) that was submitted failed to conform with the <br /> Underground Storage Tank Regulations, Article 11 requirements. Please refer to <br /> §2725 for information regarding what must be included in a CAP. If you have any <br /> questions regarding content of the required CAP please contact either Mary Meays with <br /> PHS/EHD or Elizabeth Thayer with the Central Valley Regional Water Quality Control <br /> Board (CVRWQCB). <br /> The CAP basically summarized the results of samples collected during the recent <br /> installation of vapor extraction and air sparge wells and included boring logs for these <br /> wells. The CAP also included a brief work plan for the installation of a soil boring <br /> adjacent to the former tank pit to determine the vertical extent of the remaining <br /> contamination. As PHS/EHD indicated in correspondence dated April 25, 1997, <br /> additional soil borings may be necessary to define the lateral extent if field conditions <br /> warrant. A drilling permit application must be submitted by June 30, 1997 and the <br /> results included in a Revised CAP. <br /> A Division of San Joaquin County Health Care Services <br />
