Telephone (209) 468-3420 Margaret Legorto,R E H S a;rFC1 Laurie A Cotulla,R E H SRobert McClellon,R E H S Program Manager FaX {209) 464-0138 Mark Barceilos, R E H S PAUL SUPPLE NOV 12 2003 ATLANTIC RICHFIELD COMPANY PO BOX 6549 MORAGA CA 94570 RE ARCO Station #2133 SITE CODE 1021 2908 Ben Holt Drive Stockton CA 95207 San Joaquin County Environmental Health Department (SJCIEHD) has reviewed the October 10, 2003 letter submitted on your behalf by SECOR International, Inc (SECOR) concerning the above referenced site and has the following comments The letter was written in response to SJCIEHD correspondence dated September 10, 2003 In that correspondence SJCIEHD requested that ARCO change the sampling analytical method used at this site to conform with the method used at the Chevron LUFT site across the street, with which ARCO has filed an application to the State Water Resources Control Board for status as a co-mingled plume In the letter, SECOR agreed to the change in sampling method, and further requested a change in the routine sampling protocol of the monitoring wells at the ARCO site Specifically, SECOR requested a reduction from quarterly to semi-annual sampling of wells E-2, E-8, E-11 and E-12, a reduction from quarterly to annually sampling of wells MW-4 and MW-5, and a reduction from semi-annual to annual sampling of wells E-7, PR-2, BHD-2, MW-2 and MW-3 The request for this change in sampling frequency was based on the historical concentration of contaminants in the wells involved, and their generally up gradient location in relation to the core of the contaminant plume onsite SJCIEHD approves the proposed changes to sampling frequencies as outlined in the SECOR letter SECOR further stated that application has been made to the City of Stockton Public Works Department for an encroachment permit to find ARCO well E-8, which was paved over during roadwork The well will be repaired if necessary, brought up to grade and sampled during the fourth quarter 2003 groundwater monitoring and sampling event Donna Heran, REHS, Director Environmental Health Department (.vu f�-tn•�.c�at c.� Lori Duncan, Senior REHS Nuel C Henderson Jr , RG LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit-,I,V ;. ,4 cc James Barton, CVRWQCB Rusty Benkosky, SECOR $Y:rrrr•r+r�r•
