San Joaquin Street <br /> Stockton, California 95201 017-1885-01/1 <br /> Subject: ARCO Facility 2.1.33 Catalytic Oxidizer, 2908 Benjamin Holt Drive, <br /> Stockton, California, Site Code 1021 <br /> Dear Ms. Meays: <br /> i <br /> This letter is to inform you of the status of the soil vapor extraction and treatment system <br /> (SVETS) at ARCO Products Company (ARCO) Facility 2133, located at 2908 Benjamin Holt <br /> Drive, Stockton, California. The treatment system is currently being tested to determine if the <br /> unit complies with the terms and conditions of the air permit issued by the San Joaquin Valley <br /> Unified Air Pollution Control District (SJVUAPCD) to ARCO for the catalytic oxidizer unit <br /> at the site. The results from the initial start-up and source testing conducted on i <br /> November 23, 1994, indicate that the treatment unit does not comply with the destruction l <br /> removal efficiency (DRE) terms of the air permit. <br /> The DRE for the unit is approximately 82 percent, which is below the 95 percent required for <br /> compliance. A copy of the analytical results of the initial compliance testing are included as <br /> Attachment A. Brown and Caldwell has taken the following steps, on behalf of ARCO, to <br /> remedy the problems and commence full time operation as soon as possible: <br /> 1. Notified manufacturer and had representative return to the site on Friday, <br /> December 2, 1994, to increase the catalytic bed temperature set point and determine <br /> if there are any other, contributing problems with the unit. <br /> i <br /> 2. Brown and Caldwell retested the unit on Monday, December 5, 1994, to determine { <br /> if the corrections have brought the unit into compliance with the permit conditions.
