Called Heidi with Stockton CHP SC 974 <br /> (948-8600).She is reporting a diesel fuel spill from an overturned truck on south <br /> bound 1-5 Country Club onramp. <br /> 7:39 pm, called Heidi, big rig overturned at 16:52 today, Caltrans is on scene, she <br /> has no contact numbers, she will check and call me back. Received a call back <br /> with Lauren with Caltrans information. Heidi indicated that they are located west <br /> of 1-5 across from 7/11. Called Lauren with Caltrans, he reported that the area is a <br /> huge mess, they are making contact with the truck owner. No storm drain impact. <br /> Clean up will not occur for 2-4 hour yet. Lauren informed me that Caltrans will not <br /> be accepting NTA, and that trucking company owner will be onsite to accept it. <br /> Obtained the responsible party information: Ash Trucking Company, Ed <br /> 661-372-6342. <br /> 8:01 pm, Called Ed, obtained mailing information: <br /> Ash Trucking Company <br /> 700 Topaz Avenue, <br /> McFarland, CA <br /> 661-372-6342 <br /> 8:17 pm, received a call back from Ed, he retained Patriot Environmental <br /> (Brandon Sander).The driver is in the hospital. Two tanks were onboard 50 <br /> gallons and 80 gallons. Patriot will be coming today to assess the cleanup. <br /> Prepared the notice to abate and ER documentation. <br /> 8:39 pm, received a call from Lauren with Caltrans with an update that the owner <br /> is on his way <br /> 8:47 pm, received a call from Lauren with Caltrans that Patriot is onsite. <br /> 9:33 pm, received a call from Caltrans, let them know that I am nearly to the site. <br /> 9:45 pm, arrived at the meeting location adjacent to the spill area, can see the <br /> spill area in the distance. Met with the RP (Eduardo Sauceda), he was just leaving <br /> the area, provided him a copy of the notice to abate, discussed the clean up <br /> requirements. <br /> 9:52 pm, met with Caltrans crew. Waited for the truck and its load moved from <br /> the incident area. Two homeless tents are immediately adjacent to the spill area. <br /> One of the tents was damaged during the accident, no one was inside the tent at <br /> the time. Observed the impacted soil area, utilities exist in the area. Two PGE <br /> poles were downed at the time of the incident, no transformers were present on <br /> the damaged poles. Patriot crew will cover the area and call in for utility clearance <br /> to excavate early next week. No rain is anticipated in the interim. When the area <br /> was cleared to be covered, it became apparent that PGE will have to install the <br /> power pole immediately where the spill was located. Discussed with PGE crew <br /> that if a pole is installed in the contaminated area, the impacted soil has to be <br /> excavated. The PGE supervisor that will need to be contacted is Rob Cosmero <br /> 209-602-8319 to support the pole during the cleanup. Caltrans also obtained <br /> PGE's contact information. Since PGE had to work in the area for another 6 hours <br /> to install the pole, the spill location was not covered today. Caltrans and Patriot <br /> will arrive tomorrow to assess the area and have it covered. 11:45 pm, left the <br /> site. 12 stop. <br /> Page 1 of 4 <br />
