Carmel:
On September 23, 1991, Brown and Caldwell Consultants (BCC) conducted soil sampling
during the rerrc, val of ono product recovery tank and the installation of a new waste oil tank
at ARCO Products Company (ARCO) Statica 2133. The site is located at 2908 Benjamin
Holt Drive, Stockton. The soil sampling was authorized by ARCO under Task Order 2133-
91-1.
Rackground
In May 1984, free hydrocarbon product was identified on the groundwater after a leak
occurred in one of the underground storage tanks (USTs) of fuel. The leaking tank and
surrounding soil was removed after approximately 2,000 gallons of fuel were lost. New tanks
were installed in the same area in June 1984. Efforts to recover the free product after the leak
occurred were somewhat successful (690 gallons plus an additional 500 gallons during the
tank removal). Soon after the leak and subsequent product recovery, a groundwater
extraction/product recovery system were installed. This system included a subsurface tank to
be used for recovery of free product. By the time the installation of the system was complete,
free product thickness had been reduced to less than 1/4-inch. The recovery tank was only
used for a short period of time after it was installed because the remaining product was
extracted rapidly with the operation of the system. The tank probably contained only a small
quantity of product at any time.
The tank has not contained product since 1986 but remained in place as a contingency for
future use. The compliance requirements for maintaining the tank did not warrant leaving the
tank in place so the decision was made to have it removed.
Recovery Tank Removal
The tank was removed on September 23, 1991,under the direction of a County representative.
Once removed, the integrity of the tank was observed, Tl.te tank was in excellent ccidition
with no indication of leakage. The tank was transported to Erickson, Inc.,of Richmond, CA
h)V6COR1tE5Nb396 W.L 1
111RI'trllncti asp
