C) n
Emergency Response:
On September 29, 2010, FFE retained Emergency Response and Training Solutions
—___(ERTS)Ao_manage and oxersee environmental operations. ERTS dispatched Morgan
Environmental to the scene to clean, and containerize the materials for transport to the
disposal facility.
Regulatory Notifications: j
Pursuant to California State regulations, ERTS notified the California Office of
Emergency Services. California Office of Emergency Services issued reference number
10-5857 to the report. San Joaquin Environmental Health Department representative
Stacy Rivera was on scene during remediation and also documented the discharge. (See ,
Appendix 2 for the Notification of Hazardous Waste Discharge.)
Corrective Action:
On September 29, 2010, Morgan Environmental personnel arrived on site and began to
contain and clean the release of diesel fuel. Granular absorbent was applied to the
affected area of asphalt and pressure was added using a broom to increase the rate of
removal. The spent absorbent material was then collected and containerized for
transportation. The diesel fuel that entered the storm drain was removed using a boom to
absorb the fuel at the surface of the standing water. The boom was also transferred to
the same 55-gallon drum used for the absorbent.
Waste Disposal:
On September 29, 2010, 1 drum absorbent boom and spent absorbent was transported to
Clean Harbors located in San Jose, CA for disposal. (See Appendix 3 for the Non-
hazardous Waste Manifest.
Conclusions and Recommendations:
No evidence was found that suggests any significant environmental impact remains on
the site following corrective action. ERTS recommends that the incident be closed.
ERTS and FFE appreciate your assistance in this matter. If you have any questions
regarding this project, please do not hesitate to contact me at (440) 543-2400 Extension
308.
Respectfully,
Emergency Response& Training Solutions
Juliet K. Newland, P.E.
Project Manager
cc: Stacy Rivera
San Joaquin County Environmental Health Department
