c <br /> Ms Laurie Cotulla <br /> July 30, 1992 <br /> Page 2 <br /> AS series borings was between 11 and 13 feet below ground surface <br /> Therefore the "B" samples were taken from the capillary fringe Hydrocarbon concentrations <br /> in the "B" samples are most likely residual hydrocarbons left on the soil matrix as <br /> contaminated groundwater levels declined or a result of vapors emanating into the capillary <br /> fringe from contaminated groundwater beneath the site It is a well documented fact that <br /> groundwater beneath the site has been impacted by hydrocarbons With the exception of AS- <br /> 1B, AS-5B and AS-6B, the concentrations of hydrocarbons found in all of the AS series <br /> boreholes are more indicative of residual hydrocarbons or vapors The areas around AS-1, <br /> AS-5 and AS-6 will be remediated by the planned vapor extraction system. <br /> Based on the above, it is BCC's and ARCO's contention that the site has been adequately <br /> characterized and that further soil investigation is not necessary or warranted Unfortunately, <br /> Ms. Meays assessment that the site was not fully characterized was based on an error in <br /> reporting the soil sample data in Table 4-4 as described above Based on the real data, <br /> significant hydrocarbon concentrations are not present in the soil beneath the southwest or <br /> west side of the site. Tine and money will be better spent proceeding with the soil <br /> remediation plan as outlined in BCC's "ARCO Station 2133 Addendum to Draft Final <br /> Remediation Report", dated April 29, 1992. <br /> We request that you rescind our request for further soil characterization at the site and allow <br /> q Y Y <br /> ARCO to proceed with implementation of soil remediation at the site.
