Sterling Drive, Suite 100 3120 Tracy Boulevard, Suite A <br /> Mountain House, CA 95391 Tracy, CA 95376 <br /> CONDITIONAL APPROVAL OF REVISED SITE CHARACTERIZATION WORKPLAN FOR <br /> EFFULENT RESERVOIRS 1A,1B, AND 2, MOUNTAIN HOUSE WASTEWATER <br /> RECLAMATION FACILITY, SAN JOAQUIN COUNTY <br /> Central Valley Water Board staff has reviewed the 23 July 2009 Revised Site Characterization <br /> Work Plan (Work Plan) submitted on your behalf by Condor Earth Technologies. The <br /> workplan was prepared to describe investigation of sludge and soil quality in preparation of <br /> redevelopment of the area formally used for wastewater storage and disposal. <br /> According to the workplan a total of twelve soil samples will be collected from wastewater <br /> Reservoirs 1A and 1 B and compared to soil samples collected from nearby Reclamation <br /> Areas 2 and 3, which never received wastewater. Soil samples will be collected from depths <br /> of 0 to 6 inches and 12 to 18 inches. No soil samples will be collected from wastewater <br /> Reservoir 2, as Reservoir 2 never received wastewater. <br /> Soil samples collected from the wastewater reservoirs will be compared to soil samples <br /> collected from Reclamation Areas 2 and 3. Soil samples collected from Reclamation Areas 2 <br /> and 3 will be considered representative of background soil conditions as treated wastewater <br /> from the reclamation facility was never discharged to Reclamation Areas 2 and 3. If any <br /> constituent of concern is identified above background levels, an analysis of their potential to <br /> degrade groundwater will be submitted to the Regional Board. If no constituents are identified <br /> above background levels, the reservoirs will be decommissioned. <br /> Decommissioning of the reservoirs will consist of removal of residual solids (liner ballast and <br /> wind blown sand and tumbleweeds) from the reservoir liners. The residual solids will be <br /> placed in containers and shipped to a sanitary landfill for disposal. The flexible membrane <br /> reservoir liners will be removed for recycling or disposal at a sanitary landfill. The reservoirs <br /> will be backfilled and graded to the original topographic surface using soil that was removed <br /> from the reservoirs during their construction. <br /> After review of the workplan, the workplan is conditionally approved provided following: <br /> 1. Prior to sampling the wastewater reservoirs a visual inspection of the entire reservoir <br /> linear is performed.
