• <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. R5-2008-0133 <br /> RESCINDING VARIOUS WASTE DISCHARGE REQUIREMENTS <br /> The California Regional Water Quality Control Board, Central Valley Region, finds that the <br /> Board adopted the following Orders and Resolutions, which are no longer applicable for the <br /> reasons shown: <br /> Waste Discharger Requirements Order No. 85-265 (WDRs), adopted in 1990 for Burlington <br /> Northern Santa Fe Railroad (BNSF), prescribes requirements for the discharge of domestic <br /> waste to an earthen-lined pond at the BNSF Nubieber Depot, Lassen County. On 23 February <br /> 1990, Order No. 90-048, updated the discharge facility name and ownership. Glacier Park <br /> Company, a subsidiary of Burlington No, Santa Fe Railroad, no longer exists and the <br /> ownership of the land has reverted back to Burlington Northern Santa Fe Railroad. On <br /> 5 February 2007, BNSF Railroad notified the Regional Water Board that it had ceased <br /> discharging wastewater to the earthen-lined pond and began discharging to a septic <br /> tank/leachfield mound system in November 2006, and requested rescission of the WDRs. <br /> Regional Water Board staff conducted an inspection on 16 April 2007 and confirmed that the <br /> new mound system was operating satisfactory. The mound system is permitted and regulated <br /> by Lassen County Department of Environmental Health. There is no longer any reason for <br /> Regional Water Board oversight of this facility. Rescission of Order No. 90-048 is appropriate. <br /> Order No. 93-047, adopted on 26 March 1993, prescribes requirements for Clark's Septic <br /> Service to dispose a monthly average of up to 20,000 gallons per day of grease trap and <br /> poultry waste pumping discharge. On 14 March 2008, Regional Water Board staff received a <br /> letter stating that Clark's Septic Service ceased discharging to land as of 31 December 2007 <br /> and discharge would no longer occur. Grease will be delivered to East Bay Municipal Utility <br /> District or Sierra Septic Service. Order No. 93-047 is being rescinded since it no longer serves <br /> any purpose. (RTM) <br /> Order No. 98-109, adopted 17 April 1998 prescribes requirements for Mountain House <br /> Community Services District (CSD) and Trimark Communities' discharge of domestic and <br /> commercial wastewater to land. The wastewater facility is located at the community of <br /> Mountain House, San Joaquin County. On 4 May 2007, the Regional Water Board adopted <br /> National Pollutant Discharge Elimination System (NPDES) Order No. R5-2007-0039. That <br /> order authorizes Mountain House CSD to discharge treated wastewater to Old River. As a <br /> result, Waste Discharge Requirements Order No. 98-109, which authorizes wastewater <br /> discharge to land, is no longer needed. The Discharger has requested a rescission of the <br /> WDRs. (TRO) <br /> Order No. R5-2003-0024, adopted 31 January 2003 was issued to AKF Development LLC for <br /> Post-Closure of Former Spreckels Company Manteca Sugar Plant Lime Ponds. The Order <br /> requires monitoring of contaminated groundwater downgradient of former lime ponds that <br /> were previously clean closed. Clean closure of the former ponds was the corrective action for <br /> the groundwater impacts associated with the lime ponds operations. The groundwater <br /> monitoring has demonstrated that the corrective action was successful and source removal <br />
