Messrs. Shareghi and Tedoose
- 2 - 14 June 2007
permit cannot be written without an antidegradation analysis, and groundwater data is
critical information in that analysis.
During the same meeting, staff was informed that a new water treatment plant has been
constructed adjacent to the existing plant. We understand that you plan to begin operating
the new plant shortly, and will decommission the old plant.
While we hope to work cooperatively with Mountain House CSD, please remember that failure
to submit a complete RWD and obtain WDRs for the WTP is a continued violation of California
Water Code Sections 13260, 13264, and 13265.
The 31 May 2007 Mountain House Water Treatment Plant Project correspondence prepared
by the Mountain House CSD, states a groundwater monitoring well installation workplan has
been prepared and submitted under a separate cover letter. In the 5 June 2007 meeting, staff
was informed the workplan was submitted. We have not received the workplan. By 21 June
2007, Mountain House CSD shall submit the groundwater monitoring well installation
workplan.
By 14 September 2007, Mountain House CSD shall submit a complete RWD for the WTP.
The RWD shall include an analysis of groundwater conditions at the WTP and include at least
two sampling events that occur at least two weeks apart. To characterize groundwater quality,
the groundwater monitoring wells shall be sampled on a monthly basis once installed until
WDRs are issued for the facility. The list of analytes to be monitored will be determined based
on the Groundwater Monitoring Well Installation Workplan and staffs comments on the
workplan.
To initiate the WDR process, please submit an RWD. The RWD consists of the enclosed
Form 200, a technical report that will serve as your response to Sections VI and VII of Form
200, and an application fee. The technical report must, at a minimum, address all items listed
on the enclosed sheet entitled "Additional Information Requirements" and must be prepared
under the supervision of a California Registered Engineer. The RWD shall also include any
additional information required to explain the site-specific processes. Please include a check
made out to "State Water Resources Control Board" in the amount of $872.
If you have any questions, or wish to schedule a meeting to discuss these issues, please
telephone Tim O'Brien at (916) 464-4616 or me at (916) 464-4732.
WENDY WYELS
Environmental Program Manager
Enc: Additional Information Requirements
Form 200
26 May 2006, Failure to Submit a Report of Waste Discharge correspondence
26 May 2006, Record of Communication
W 1 usMObdenTSan JoaqulnWuunialn Houu\SWeghi 6 June 07.da
