We understand that you plan to begin operating <br /> the new plant shortly, and will decommission the old plant. <br /> While we hope to work cooperatively with Mountain House CSD, please remember that failure <br /> to submit a complete RWD and obtain WDRs for the WTP is a continued violation of California <br /> Water Code Sections 13260, 13264, and 13265. <br /> The 31 May 2007 Mountain House Water Treatment Plant Project correspondence prepared <br /> by the Mountain House CSD, states a groundwater monitoring well installation workplan has <br /> been prepared and submitted under a separate cover letter. In the 5 June 2007 meeting, staff <br /> was informed the workplan was submitted. We have not received the workplan. By 21 June <br /> 2007, Mountain House CSD shall submit the groundwater monitoring well installation <br /> workplan. <br /> By 14 September 2007, Mountain House CSD shall submit a complete RWD for the WTP. <br /> The RWD shall include an analysis of groundwater conditions at the WTP and include at least <br /> two sampling events that occur at least two weeks apart. To characterize groundwater quality, <br /> the groundwater monitoring wells shall be sampled on a monthly basis once installed until <br /> WDRs are issued for the facility. The list of analytes to be monitored will be determined based <br /> on the Groundwater Monitoring Well Installation Workplan and staffs comments on the <br /> workplan. <br /> To initiate the WDR process, please submit an RWD. The RWD consists of the enclosed <br /> Form 200, a technical report that will serve as your response to Sections VI and VII of Form <br /> 200, and an application fee. The technical report must, at a minimum, address all items listed <br /> on the enclosed sheet entitled "Additional Information Requirements" and must be prepared <br /> under the supervision of a California Registered Engineer. The RWD shall also include any <br /> additional information required to explain the site-specific processes.
