San Joaquin County DIRECTOR
°"'" REHS
Environmental Health Department Donna Heran, ECT
o._.c ASSISTANT DIRECTOR
2' ` Z 600 East Main Street Laurie Cotulla, REHS
Stockton, California 95202-3029 PROGRAM COORDINATORS
— Carl Borgman, REHS
Mike Huggins, REHS, RDI
4/F0
0 Website: www.sjgov.org/ehd Margaret Lagorio, REHS
Phone: (209) 468-3420 Robert McClellon, REHS
Fax: (209) 464-0138 ,teff Carruesco, REHS, RDI
Kasey Foley, REHS
November 4, 2008
Mr. Weldon Church
1958 Yosemite Road
Berkeley, California 94707
Subject: Weldon Church Property
104 West Beverly Place
Tracy, California 95376
The San Joaquin County Environmental Health Department (EHD) has reviewed historical
analytical data for the above-referenced site and does not believe natural attenuation has
significantly decreased the contaminant mass in soil, estimated by Advanced GeoEnvironmental,
Inc. (AGE), to be approximately 4,350 pounds of total petroleum hydrocarbons quantified as
gasoline (TPH-g). Based on analytical results for groundwater samples collected quarterly from
July 1996 through the first quarter 2008, it appears that monitoring wells MWA and MW-4
continue to be impacted with contaminants of concern. During the fourth quarter 2007, TPH-g
was detected in groundwater samples collected from monitoring well MW-3 for the first time.
Since MW-3 was not sampled during the first quarter 2008, it is unclear whether the petroleum
hydrocarbon plume is migrating to the east. Noting these concerns and considering this site is in
a residential area, the EHD directs that a corrective action plan be submitted by February 25,
2009,that includes several methods for site remediation. The recommended remedial technology
should be well supported by an analysis for cost-effectiveness.
Fieldwork proposed in Soil Vapor Survey Work Plan - Addendum dated July 09, 2007, was
implemented on April 7, 2008. The work plan was prepared and submitted by AGE, and
approved by the EHD by letter dated July 25, 2007. Following the advancement of soil borings
B25-6 and B26-6, fieldwork was terminated when a sewer line was pierced and safety concerns
surfaced due to close proximity of additional utility lines. You are directed to submit a new work
plan to the EHD by January 5, 2009, for evaluating the potential for vapor intrusion into the
structures at the site, and for determination of the lateral extent of petroleum-hydrocarbon
contamination in soil. Include maps showing detailed locations of above-and underground utility
lines.
During the sampling event on December 10,2007, when all eight monitoring wells were sampled,
groundwater was not analyzed for 1,2-dichloroethane (1,2-DCA). Please sample all monitoring
wells during the fourth quarter 2008 sampling event and analyze groundwater samples for TPH-g;
benzene, toluene, ethyl benzene, total xylenes (BTEX); methyl tertiary-butyl ether (MTBE), and
1,2-DCA. During the first quarter 2009 sampling event, resample those wells where contaminants
of concern were detected in groundwater samples collected the previous quarter.
