(AGE)on August 11,2000. The report includes a summary of site investigations, <br /> findings,a receptor survey,and a calculation of the hydrocarbon mass remaining in soil and groundwater at <br /> the site located at 104 West Beverly in Tracy,California(site). It also includes a request for closure <br /> consideration. <br /> Before a site can be closed with contamination in place,the horizontal and vertical extent of soil and <br /> groundwater contamination must be defined at the site. Additionally,the plume must be demonstrably <br /> declining or,at the very least, stable. Neither of these conditions has been met at the site. Groundwater <br /> contamination has not been delineated in the northwest direction at the site, and petroleum hydrocarbon <br /> concentrations have been erratic in samples collected from monitoring wells MW-1 and MW-4. Therefore, <br /> request for closure is denied. <br /> PHS/EHD hereby directs you to resume quarterly monitoring at the site. In addition to groundwater <br /> monitoring, you are hereby directed to implement the"Revised Work Plan for Soil and Groundwater <br /> Investigation—Addendum"prepared and submitted on your behalf by AGE on January 5,2000. The work <br /> plan is approved as written. However,please include one additional sampling point between MW-1 and <br /> the underground storage tank excavation to be used to assess the vertical extent of contamination at the site. <br /> Previously,the caseworker for this site was Mr.Ron Rowe. Because Mr.Rowe is no longer with <br /> PHS/EHD,the site will be assigned to a new caseworker. In the interim,Dot Lofstrom will provide <br /> PHS/EHD oversight.
