Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
2091468-3420
PAUL SUPPLE NOV 0 7 2000
ARCO PRODUCTS COMPANY
P O BOX 6549
MORkGA CA 95470
RE: ARCO Station #6080 SITE CODE: 0712
85 Louise Ave.
Lathrop CA 95330
San Joaquin County Public Health Services, Environmental Health Division (PHSIEHD) has
reviewed the "Soil and Groundwater Investigation Report" dated October 13, 2000 that was
submitted by Delta Environmental Consultants, Inc. (Delta) on behalf of the above referenced
site and has the following comments.
I
The report documents site work that took place on June 12, 2000 when three monitoring a
wells were installed to first groundwater, and the subsequent development and sampling of ?
the wells that took place on June 21 and June 23, 2000. Soil samples for analysis were
collected during the drilling of the borings for the monitoring wells.
Soil and groundwater samples were analyzed for total petroleum hydrocarbons as gas and
benzene, toluene, ethylbenzene and xylene (BTEX) by EPA Method 8020, and for fuel
oxygenates, 1,2-dichloroethane and ethylene dibromide by EPA Method 8260A. Results of
the analyses indicate that soil and groundwater beneath the site have been impacted with
petroleum hydrocarbons and fuel oxygenates.
There are several errors and inconsistencies between the data listed in the laboratory
analytical reports and the data listed on Table 1, Soil and Groundwater Analytical Summary
and Groundwater Elevation Data. For example, the tabulated reporting limit for the BTEX
results from the soil sample collected from boring MW-1 at 26 feet below surface grade was
100 gglkg, while the laboratory report listed it at 5.0 µg/kg. Please have your consultant
review the data and make all necessary corrections to Table 1.
Please submit a work plan to continue the investigation of the vertical and lateral extent of
the documented contamination at this site. Submit the work plan to PHS/EHD by December
8, 2000. If you have any questions, please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Lori Duncan, Senior REHS Dot Lofstr m
LOP/Site Mitigation Unit IV Registered Geologist, Unit IV r
cc: Marty Hartzell, CVRWQCB
Jay Johnson, Delta
A Division of San Joaquin County Health Care Services
