BROADWAY AVENUE, STOCKTON,
SAN JOAQUIN COUNTY (RB #390365)
Staff of the Central Valley Regional Water Quality Control Board (Regional Board) is
considering closure of Regional Board Case No. 390365 for the unauthorized release of
petroleum hydrocarbons at 1011 N. Broadway Avenue, Stockton, California. In
December 1986, two `6,000-gallon diesel underground storage tanks (USTs) were removed; in
May 1990, a 500-gallon waste oil UST was removed, and in April 1992, a 2,000-gallon and a
500-gallon gasoline USTs were removed from the site. Evidence that one or more of the five
USTs had leaked was identified in the soil beneath the USTs. Between 2001 and 2007, a
number of soil and groundwater investigations-and quarterly groundwater monitoring have been
conducted. Groundwater monitoring was conducted on a quarterly basis from April 2006 until
April 2007, with no impacts to groundwater. Regional Board staff sampled a nearby domestic
well in November 2010 with no impacts to groundwater. Based upon groundwater results,
impacts from the release have been shown to remain in the soil and not adversely impact water
quality use or human health and safety at the subject and adjacent properties; No Further
Action related to the former release is being considered by Regional Board staff at this time. As
such, the case will remain open to allow time for affected/interested property owners and other
interested parties to comment on the proposed case. Therefore, if you have any comments
regarding the case or the potential closure of this case, please submit them to me no later than
15 February 2012 at the following address:
Regional Water Quality Control Board — Central Valley Region
11020 Sun Center Drive #200
Rancho Cordova, CA 95670
Once your comments are received, we will review them to determine the proper forum to _
address your concerns. If your comments are not received by the specified date, we will
complete our case closure process and proceed towards issuance of a No Further Action
Required letter to the parties responsible for the site as applicable.
Please contact me by phone at (916) 464-4614 or by email at ibarton(a-),waterboards.ca.gov if
you have questions conc no this letter.
James L.L.
