Mr. Hegarty <br /> appreciates the County's cooperation and efforts to clean up the spill caused by Mr. <br /> Schaapman, and he will attempt to provide records of his water well sample test results <br /> from the past three years. He has requested copies of such records from the testing agent. <br /> Enclosed please find a copy of the Water Analysis Report For the sample taken on v v <br /> February 17, 1994, a few days after the Schaapman spill. This test showed an <br /> unacceptably high level of contamination fromnitrates in VIr. Hegarty's well water. <br /> There were some inaccurate statements in the i•ifth paragraph of your letter, at the bottom <br /> of the first page. Mr. Hegarty did not offer to store on his property the soils which were <br /> _ removed from the county right of way, and he did not select a place on which the soils <br /> k— could be temporarily stored. When the County crews began to remove the dirt nom <br /> County property, Mr. Hegarty was told that the dirt would have to be stored on his <br /> property. Those workers picked the spot, advising Mr. Hegarty that was the only suitable <br /> place to pile the soil. Mr. Hegarty advised the foreman that the pile would be very close <br /> to his water well, but the foreman said the workers would spread plastic underneath the <br /> dirt so no chemical would escape into the soil. Mr. Hegarty was given no choice in this <br /> matter, as the County dictated the location and manner of storage. <br /> Mr. Hegarty does not want the County soils that are presently piled on his property. The <br /> County may remove these soils at your convenience, but please advise Mr. Hegarty in <br /> advance of the time you plan to remove the soils. Mr. Hegarty asks that the removal of <br /> soils include any additional soils that have high concentrates of chemical as detected in the <br /> test results of the samples the County has conducted along and under the roadway since <br /> your March 18, 1994 letter. <br /> RECEIVED <br /> APR 19 1994 <br /> BOARD OF SUPERVISORS <br />
