The Environmental Health Division (EHD) received a complaint <br /> in regards to large amounts of dust leaving the site,and during the time of inspection it was noted that <br /> dust was leaving the site with no efforts made to control the dust. The area located to the South of the <br /> bagging operations where the feedstock is stored is paved but is covered with a layer of organic material. <br /> This area is subject to heavy equipment traffic and allows for dust to be raised by the wheels of the <br /> equipment of the equipment being operated there. It was also noted during the inspection that a <br /> truck/trailer was being loaded without any dust control. This activity allows dust to drift off-site. The <br /> observations made during the inspection resulted in the complaint being verified. A verified complaint is <br /> a chargeable complaint(rate of charges accrue at$87.00 per hour) with a mandatory re-inspection. <br /> This facility is considered a chipping and grinding operation according to Title 14 California Code of <br /> Regulations(CCR)Section 17862.1(c) (copy provided). Title 14 Section 17862.1 allows the Local <br /> Enforcement Agency(LEA) to conduct an inspection at a location where chipping and grinding activity is <br /> being conducted. Title 14 CCR Section 17862.1 also allows the LEA to inspect the facility for <br /> compliance with Performance Standards set forth in Title 14 CCR Section 17867 (a) 2,and Title 14 CCR <br /> Section 17867 (b) 1,and Section 17869(d)(copies provided). <br /> The EHD has received your memo sent Via E-Mail on April 13,2001, and will be kept on file for further <br /> reference. A re-inspection date of April 30,2001 at 10:00am has been scheduled.
