BROADWAY AVENUE DEC 15 1999 <br /> STOCKTON CA 95205 <br /> RE: DISPOSAL WELL PRELIMINARY SITE ASSESSMENT WORKPLAN <br /> AMENDMENT REQUEST <br /> WESTERN SQUARE INDUSTRIES, INC. <br /> 1621 & 1565 N.BROADWAY AVE <br /> STOCKTON,CA APNs: 143-150-08& 143-150-22 <br /> Mr. Snider, <br /> On December 9, 1999 San Joaquin County Public Health Services Environmental Health Division <br /> (PHS/EHD) completed the review of a Preliminary Site Assessment workplan dated November 19, 1999 <br /> (received on November 29, 1999) for the facility referenced above from Advanced GeoEnvironmental, Inc. <br /> on behalf of Western Square Industries Inc. PHS/EHD is requesting that amendments be made to the <br /> November 19, 1999 workplan following USEPA—Region 9 "Guidelines or Closure of Shallow Disposal <br /> Wells" 1992 . <br /> At a nearby ground water investigation site (1905 N. Broadway, Former PureGro Stockton Facility) <br /> measured depth to water varied from 46 to 51 feet below grade surface (bgs), a groundwater elevation of <br /> approximately 23 feet, predicted shallow ground water flow North 75 Degrees West, and a gradient of <br /> 0.0007 ft/ft was recorded on September 28, 1999. Given these hydrogeological conditions, it is likely that <br /> ground water will be encountered in proposed boreholes to 60' bgs at this site. Borehole locations may be <br /> shifted westerly (down gradient) particularly where ground water sampling is proposed. PHSIEHD <br /> recommends that two of the four proposed boreholes be continuously cored, sampled, and logged to <br /> develop a more comprehensive site conceptual model. No soil sampling or analyses is proposed in the <br /> upper 20 feet of the subsurface. PHSIEHD recommends the collection and analyses of soil samples in each <br /> borehole from surface to total depth focusing on lithologic changes (significantly different stratigraphic <br /> units vertically and laterally). Monitoring well construction details shall be dictated by site specific <br /> hydrogeological conditions encountered. In all cases professional judgement(responsible parties registered <br /> geologist or professional engineer)shall be employed to eliminate the potential for construction of monitor <br /> wells which may create vertical conduits. All EPA Method 8260 and 8270 analyses shall report full scan <br /> results.
