San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) <br /> will act as the lead agency for the development and implementation of the proposed Local <br /> Agency Groundwater Protection/Underground Injection Control Program (UICP). <br /> Limited project activities .are likely to be contracted to consulting firms including, but not <br /> limited to, GIS implementation planning, outsource recommendations and management <br /> of data sets. <br /> GENERAL GROUNDWATER QUILLITY OBJECTIVES <br /> Development and implementation of the proposed Local Agency Groundwater <br /> Pro tection/tinderground Injection Control Program (UICP) will benefit the community <br /> by supplementing and expanding existing efforts to identify, reduce and prevent current <br /> and future beneficial use groundwater degradation. The proposed project will assist this <br /> agency in preventing contamination, pollution, and degradation of beneficial use <br /> Cyr by identifying potential or known soil and groundwater contamination sites <br /> (UST facilities, hazardous waste sites, hazardous waste generators, landfills_ etc.). <br /> Ultimately this program will provide a previously unavailable comprehensive <br /> understanding of San Joaquin County's hydrogeologic setting as it relates to land use <br /> practices through spatial relationship analyses (GIS) assisted by visual output (maps). <br /> PROGRAIM ENFORCEMENT .-AUTHORITY <br /> As required by the USEPA prior to the grant award PHS,EHD has submitted references <br /> to our local authority. References include the Development Title of San Joaquin County. <br /> The Development Title incorporates the Ordinance Code of San Joaquin County. The <br /> Development Title is intended to serve as the basis for all land use regulations adopted <br /> under the Ordinance Code of San Joaquin County_ The purpose of this title includes <br /> protection of public health, safety, and general welfare. Several additional authorities <br /> have been cited including those used in our Public Water Systems, Liquid and Solid <br /> Waste, and CUPA programs. Where PHS/EHD lacks authority USEPA will provide <br /> support through the SDWA reauthorization. <br /> TRAINING <br /> USEPA provides UIC inspection/endangerment analyses training and certification on a <br /> limited basis to grant awardees. Management and star'will then receive training from the <br /> certified individual. Other agencies may need training as well (may include Cities, OES, <br /> Fire and others). <br /> PROGRAM FUNCTION <br /> A draft UIC inspection checklist form has been developed for use in the field when a LIC <br /> is discovered in order to maintain consistency in describing the disposal well and <br /> processing the investigation. The form is modeled after existing programs. As suspected <br /> disposal wells are found. a U`IC form must be completed. The LIC form will be <br /> 3 <br />
