STATE OF CALIFORNIA PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD--
CENTRAL VALLEY REGION _ --
3443 ROLITIER ROAD, SUITE A
SACRAMENTO, CA 95827-3098 4? `"
PHONE: {916) 361-5600
FAX: (916) 361-5686
1 April 1992
Mr. Richard Dunn
Stephens Marine, Inc.
P.O. Box 670
Stockton, CA. 95201
SITE CLOSURE, STEPHENS ANCHORAGE, 4950 WEST BROOKSIDE ROAD, STOCKTON, SAN JOAQUIN
COUNTY
Your report, dated 25 November 1991, contained a request for closure by your
consultant, Water Work Corp. (Resna) . A review of the file reveals Stephens
Anchorage is located on a narrow strip of land between the Stockton Deep Water
Channel and a marina. The underground gasoline and diesel storage tanks were
removed in 1988 and the excavation pit contained ground water, which was
contaminated with petroleum hydrocarbons. Additional contaminated soil was
excavated in March 1989. Three monitoring wells were installed in August 1989
and at that time, the three wells contained up to 110 ppb diesel , 47 ppb
gasoline, and 3.7 ppb benzene. However, low levels of contamination were last
detected in January 1991. The last three quarters of ground water samples
collected in April , July, and October 1991 did not have detectable levels of
contamination.
Based on the information provided, Board staff has determined, and the San
Joaquin County Environmental Health Division concurs, that appropriate response
actions have been completed, that acceptable remedial practices were implemented,
and that, at this time, no further investigation, remedial or removal action, or
monitoring is required at the Stephens Anchorage site, 4950 Brookside Road,
Stockton. San Joaquin County has post remedial actions, including well
abandonment procedures, with which you must comply before closure is complete.
Nothing in this determination shall constitute or be construed as a satisfaction
or release from liability for any conditions or claims arising as a result of
past, current, or future operations at this location. Nothing in this
determination is intended or shall be construed to limit the rights of any
parties with respect to claims arising out of or relating to deposit or disposal
at any other location of substances removed from the site. Nothing in this
determination is intended or shall be construed to limit or preclude the Board
or any other agency from taking any further enforcement actions.
