Raymond von Flue [EH]
I
From: Holder, Michael 8 Mr NGCA[michael.b.holder@us.army.mil]
Sent: Wednesday, August 05, 2009 2:40 PM
To: Raymond von Flue[EH]
Subject: Diesel Spill at the Lodi Armory
Dear Mr. VonFlue,
Despite all our best efforts the clean-up of the diesel spill at the Lodi Armory located
at 333 North Washington St. is beyond the capabilities of the facility personnel. As you
are aware one of their ground vehicles sprung a leak in its fuel line on August 2, 2009
and approximately 18 to 20 gallons of diesel leaked onto their gravel motor pool. At first
the facility personnel thought that the clean-up of the contaminated soil would be minor
because underneath the gravel was the original asphalt parking lot, however, during the
clean-up operation the facility personnel found a large crack in the asphalt layer in
which the diesel entered. The facility personnel continued to tried and remove all the
diesel contaminated soil. They have dug a 3 foot by 4 foot hole that is approximately 18
to 24 inches deep. The facility personnel informed my directorate that the diesel odor is
still very strong in the excavation. Because of safety concerns my directorate has told
them to stop the clean-up operation and cover the excavation with plastic sheeting until
my directorate can contract a certified investigation remediation firm to complete the
soil removal and sampling. It will take 2 to 3 weeks to award the contract and I will
inform you when they will be on site to complete the clean-up operation.
Please call me if you have any questions or further guidance.
Sincerely,
Michael Holder
Staff Environmental Scientist
michael.b.holder@us.army.mil
(916) 369-4338 office
(916) 361-3438 fax
1
