COMPLAINT ID: C00020270 <br /> Date: 214104 <br /> On 213104, REHS Mike Escotto (MFE)performed a solid waste complaint investigation <br /> of the El Rey Mobile Home Park located at 2629 E. Waterloo Road, Stockton. The <br /> complaint alleged that overflowing trash was a problem at this site. MFE observed that a <br /> large dumpster(6 Yds.)was only partially full and only a very minor amount of trash was E <br /> noted on the ground next to the dumpster. <br /> I <br /> MFE spoke with local residents of the housing complex at this site,who stated that <br /> overflowing garbage has been a regular, ongoing problem. New ownership had taken <br /> over and replaced individual garbage service with the large dumpster. MFE noted that <br /> there were approximately 46 housing units being serviced by this one dumpster. <br /> On 214104, MFE spoke with Diane Starr of Starr Properties (478-4111)who stated that <br /> her company had been dealing with the garbage problem at the complaint site. Her <br /> company was also currently in the process of evicting the previous owner, James Allen, <br /> who she believed was part of the problem. Apparently Mr. Allen has been filling up the <br /> dumpster with his garbage (from another source) and may be allowing his friends to do I <br /> the same. Ms. Starr also stated that she recently requested that the garbage pick-up <br /> service be increased from one time per week to twice a week. If necessary, she would i <br /> increase it to three times a week. j <br /> i <br /> MFE next spoke to a service representative (Sue: 1-916-294-1400) of Waste ' <br /> Management who indicated that garbage pick-up was currently occurring once per week j <br /> at the complaint site. She stated that a contract or communications problem may have <br /> occurred, causing the customer to receive a lesser number of garbage pick-ups than what <br /> they had requested. <br /> i <br /> MFE again spoke with Diane Starr who stated that their contract with Waste <br /> Management calls for garbage pick-up to be twice a week. She further stated that if this <br /> is not being done, then it is an error on their part and she would address this problem with <br /> i <br /> them. Ms. Starr did find that the contract was incorrect. It called for only one (1) pick- <br /> up per week. Ms. Starr faxed a copy of this garbage-service contract(see attachment)to <br /> MFE and stated that she would pursue a new contract for garbage pick-up services at ' <br /> twice (2) a week. <br /> Date: 2118104 I <br /> I <br /> MFE contacted Ms. Starr who indicated that a new contract had been arranged with <br /> Waste Management Services and would fax a copy to MFE (see attachment). She further <br /> indicated that the eviction process for Mr. Allen was nearly complete. At this time, MFE ' <br /> also addressed the additional complaint issue of the dumpster being too close to some of <br /> the residences at the park. Ms. Starr stated that due to the narrow configuration of the <br /> trailer park, the large garbage truck would have difficulty in entering the facility and <br /> accessing the dumpster onsite. The only foreseeable and feasible solution seemed to be <br /> 1 <br />
