Dean Hubbard <br /> DATE: 15 April 2004 SIGNATURE: <br /> SUBJECT: Tracy Byron Road Project, Tracy, San Joaquin Co. <br /> I have reviewed the 18 February 2004 Soil Investigation and Groundwater Investigation Report, Byron <br /> Road Project, Tracy, San Joaquin County, prepared for ChevronTexaco by Science Applications <br /> International Corporation (SAIC). The investigation was conducted to evaluate the extent of petroleum <br /> hydrocarbon impacted soil and groundwater along approximately 7,000 feet of West Byron Road, from <br /> Corral Hollow on the east to Van Sosten Road on the west. <br /> The purpose of the investigation was to determine the lateral and vertical extent of impacts to soil and <br /> groundwater caused by petroleum hydrocarbon leaks from an abandoned crude oil pipeline (Old Valley <br /> Pipeline, OVP). The OVP was formerly operated by predecessors of Chevron and Texaco (now <br /> ChevronTexaco), from the early 1900s to the mid-1960s to transfer crude oil from Kern County to Bay area <br /> refineries. <br /> BACKGROUND <br /> The 250-foot wide by 7,000-foot long site, located within a residential area of Tracy, includes the Union <br /> Pacific Railroad tracks and West Byron Road. The site lies between fenced, new residential developments <br /> along portions of the north and south sides, with older residences and small businesses along the south side. <br /> The City of Tracy maintains various utility right-of-way easements within the project site. California <br /> Interstate 205 crosses above Byron Road near the west end of the site. <br /> Regional Board staff issued a 17 April 2003 letter requesting a work plan to delineate petroleum impacted <br /> soil and groundwater along West Byron Road affected by leaks from the OVP. Subsequently, an 18 <br /> August 2003 Workplan prepared by SAIC was approved by Regional Board staff in an 8 September 2003 <br /> memorandum to ChevronTexaco. The Workplan provided a narrative summary of historical soil and <br /> groundwater investigations conducted by Geomatrix Consultants (Geomatrix), SAIC, and others for several <br /> adjacent properties prior to 1998 and up until 2003. <br /> Review of the historical work indicated soil and groundwater investigations were conducted on six adjacent <br /> sites downgradient (north) of the project site. According to the findings, petroleum-impacted soil and <br /> groundwater was delineated, with the exception of the Surland Homes property. No Further Action (NFA) <br /> was approved for five of the six sites by the San Joaquin County Environmental Health Department <br /> (SJCEHD) or the Sacramento Regional Board office between 1996 and 2002.
