NO FURTHER ACTION REQUIRED REQUEST REPORT <br /> TRACY BYRON ROAD <br /> 1. INTRODUCTION <br /> SAIC Energy, Environment& Infrastructure,LLC(SAIC)prepared this No Further Action <br /> Required (NFAR) Request Report for Tracy Byron Road(the Site) located in Tracy,California <br /> (Figure 1), on behalf of Chevron Environmental Management Company(CEMC). Site <br /> investigations performed by SAIC identified the presence, and delineated the extent,of total <br /> petroleum hydrocarbons (TPH) in soil and groundwater at the Site. The Site is defined by three <br /> affected areas along the Byron Road and Union Pacific Railroad(UPRR)rights of ways (ROWs) <br /> and is generally bound by adjacent environmental investigation sites to the northeast and <br /> southwest as shown on Figure 2. The affected areas at the Site encompass approximately <br /> 27 acres. Areas 1, 2, and 3 measure approximately 200 feet by 1,400 feet, 375 feet by 2,000 feet, <br /> and 200 feet by 650 feet, respectively. The borings advanced as part of the site investigation are <br /> also shown on Figure 2. The Site includes the former Old Valley Pipeline (OVP) and the former <br /> Tidewater Associated Oil Company(TAOC)pipelines(both located within the UPRR ROW and <br /> adjacent parcels). The locations of the former OVP and TAOC pipelines, borings, and UPRR <br /> ROW are shown on Figure 2. One active pipeline,the Kinder Morgan Energy Partners,LLC <br /> (KMEP)pipeline, is located within the UPRR ROW. The KMEP pipeline reportedly transports <br /> gasoline,jet fuel, and diesel. At least 30 years have elapsed since the former OVP and TAOC <br /> pipelines were decommissioned, and the plume size has stabilized and may now be shrinking as <br /> natural attenuation continues to degrade TPH in soil and groundwater. SAIC performed a <br /> ' Human Health Screening Evaluation(HHSE)in 2011,which demonstrated that constituents of <br /> potential concern(COPCs) do not pose a threat to potential residents based on the most <br /> conservative exposure scenario(SAIC,2011), and that the Site is therefore suitable for NFAR <br /> I status. <br /> Consistent with State Water Resources Control Board(SWRCB) Resolution No. 92-49, in <br /> particular Section IIIA through C, SAIC evaluated available cleanup technologies and found that <br /> 1 all options would be highly ineffective,infeasible,and costly(SAIC, 2005). TPH and <br /> polynuclear aromatic hydrocarbons(PAHs)in groundwater will naturally attenuate over time to <br /> levels below the Water Quality Objective(WQO;Central Valley Regional Water Quality <br /> Control Board [RWQCB], 2008). CEMC requests that the Central Valley RWQCB issue an <br /> NFAR letter for this low-risk site for these reasons. <br /> ' This report contains the technical data and rationale necessary to support a decision by the <br /> Central Valley RWQCB to issue an NFAR letter for the Site. SAIC prepared this report taking <br /> into consideration the documentation outlined in Appendix A of the Tri-Regional <br /> Recommendations (Central Valley RWQCB,2004). In support of the NFAR request,this report <br /> ' provides summaries of previous site investigations in Section 2; the documentation outlined in <br /> the Tri-Regional Recommendations in Section 3; conclusions and recommendations in Section 4; <br /> and a list of previous technical reports in Section 5. <br /> ' 2. PREVIOUS INVESTIGATIONS <br /> ' SAIC performed three environmental investigations at the Site between 2003 and 2010 to assess <br /> the extent of soil and groundwater affected by crude oil.
