Box 6012
San Ramon, CA 94583
REVIEW - SOIL AND GROUNDWATER INVESTIGATION REPORT, TRACY BYRON ROAD
PROJECT, TRACY, SAN JOAQUIN COUNTY
Chevron Environmental Management Company (Chevron) has submitted the 24 August 2010
' Soil and Groundwater Investigation Report (Report), Tracy-Byron Road (Site), Tracy, San
Joaquin County, The Report was prepared by Science Applications International Corporation
— Benham Companies, LLC (SAIC). Central Valley Regional Water Quality Control Board
(Central Valley Water Board) staff reviewed the Report and related 2003 through 2008 soil
and groundwater investigation reports in the project files.
' The purpose of the investigation was to evaluate the extent of crude oil impacts in areas of the
Site not previously characterized because access to certain private properties was not granted
until recently. The project Site varies in width from 200 to 240 feet and lies along and/or within
' the Byron Road and Union Pacific Railroad (UPRR) right-of-way easements. The Site extends
approximately 7,000 feet in length between Corral Hollow Road on the east and South
Lammers Road to the west. Adjacent and surrounding properties are comprised primarily of
private residences with some retail and commercial businesses near the west end of the Site.
The previous investigations identified 12 affected areas (Areas 1 through 12) for further
evaluation. With exception of Areas 3, 4, and 7, the extent of crude oil impacts for other areas
of the Site has been defined. Approval of an amended workplan to address characterization
data gaps of the three areas was provided by Central Valley Water Board staff 15 December
' 2009. In early 2010, SAIC drilled three soil borings (SB-42, 43, and 45) to obtain soil and
groundwater samples for analysis to evaluate the extent of crude oil impact upgradient of the
affected areas. The City of Tracy Municipal Code, for administrative reasons unrelated to
petroleum hydrocarbon impacts, prohibits use of shallow groundwater wells for domestic or
municipal use. Domestic and municipal water services are provided by the City of Tracy.
' According to the investigation, SAIC finds that:
• Area 3 - analytical results of soil and groundwater samples from SB-42 drilled
upgradient and south of previous borings, was non-detect (ND) for total petroleum
hydrocarbon (TPH) compounds. Soil and groundwater has been adequately delineated
and additional characterization is not needed.
California Environmental Protection Agency
Recycled Paper
